Infrastructure investment has been identified in both the New Growth Path and National Development Plan as playing a critical role in the economy, both as a direct provider of services and as a catalyst for higher employment-creation, inclusive economic growth and trade competitiveness. The signing of the Infrastructure Development Bill into law on 02 June 2014 followed an extensive consultative process with a wide range of stakeholders of the Department. To establish the International Trade Administration Commission; to provide for the functions of the Commission and for the regulation of its procedures; to provide for the implementation of certain aspects of the South African Customs Union (SACU) Agreement in the Republic; to provide, within the framework of the SACU Agreement, for continued control of import and export of goods and amendment of customs duties; and to provide for matters connected therewith.

To provide for the establishment of a Competition Commission responsible for the investigation, control and evaluation of restrictive practices, abuse of dominant position, and mergers; and for the establishment of a Competition Tribunal responsible to adjudicate such matters; and for the establishment of a Competition Appeal Court; and for related matters.
The Infrastructure Development Act (act no 23 of 2014) was signed on 02 June 2014. The Economic Development Department is busy with the processes to promulgate the Act.

NOTE: EDD completed a Socio-economic Impact Assessment of the earlier draft of the Infrastructure Development Bill in May 2013. Subsequently, the Bill was amended through internal government consultation processes and then refined through the Parliamentary process in January to March 2014. EDD has completed a Socio-Economic Impact Assessment on the amended Infrastructure Development Bill to evaluate the impact assessment on the final version of the Bill.
